[issue2256] --similarity not working

I just made a copy of a file checked in into Mercurial using the Windows
Explorer. The status of the file is unknown (?). Then I used:

$ hg addremove --similarity xxx

to make this file a copy. But Mercurial doesn't find the source file - even
with a similarity of 0.

No other files are changed in the repository (i.e. the copy is the only
thing that appears when running "hg status").
