[PATCH STABLE] progress: respect HGPLAIN

I recall something about thg looking interactive but not wanting progress.
Seems like an ideal case for HGPLAIN, but maybe I'm missing something on
that front.

Are there cases where you'd use HGPLAIN with an interactive ui? I imagine
ui.interactive() would be false for most scripting situations.
