Hmmm, yes, I suppose you *could* read it that way.  But that would
mean the net effect of rebase is nil.  I would like to think our
readers will apply a bit of common sense and realize that the *other*
reading is the one that makes rebase actually do something useful, so
that's probably what the author intended.

(Side note: I have great admiration for documentation that tells me
exactly what I need to know without needless digression, expecting me
to be an intelligent and involved reader.  My own tendency is to spell
things out in excruciating detail, which leads to rather long-winded
prose.  I admire concision because I have a hard time achieving it.)
