[issue2106] Cygwin:DOS repository is incomaptible with cygwin hg.exe

If the cygwin hg is run against a repository created by the windows hg.exe
(using 1.4.2, but probably true for all versions)it seems to think that 
everything has been modified.  Also the .hgignore file is not interpreted 
correctly by the cygwin version.
