[PATCH 0 of 1] Should we look in ~/.config/mercurial?

Hello folks!

I think that Piotr raises a valid point in issue2105: does it cost
us a lot to have a look in ~/.config/mercurial/hgrc ?

The change is quite trivial, does not affect users that want to keep
configuration in ~/.hgrc , and yet, I think that several users are
happy to group their configuration files in ~/.config/

Any opinions on this?
