Those are guidelines, not obligations, so "take what's good for you
and your users".

I proposed this particular guideline because I think it is good: it
doesn't break existing workflow (you can stay with ~/.hgrc), it is
trivial, and it is useful to end users for relevant reasons (some are
the same ones why /etc is useful to administrators in the
long-standing UNIX tradition).
