Pluggable Authorization?

Greetings. The 1.5 version release notes states that the is now "support for
pluggable authorization". I wasn't able to find any related documentation in
the site or anywhere else. Can you point me where to get information about
this feature? I am very interested in configuring mercurial with custom
authorization mechanisms.
