RFC: dealing with dead, anonymous feature branches

I don't think such a branch should be marked dead unless you really
don't want people to get it when cloning.

If they should not get the changesets in a clone, then I think it makes
some sense that the changesets do not contribute tags. Though I'm not
sure :-)
