Well, I don't know about 'meaningfully', but yes, heads now doesn't
report closed branch heads even with --topo, unless --closed is also
supplied. This just means we're more named-branch-centric than
topo-centric post-1.5, but --close-branch has always been conceptually
about closing branch heads..
