[issue2201] more precise check for win32.py import

For debugging applications that use Mercurial API (such as hgsvn) it is 
convenient to have fine-grained import error handling for win32.py stuff to 
properly treat cases when pywin32 extensions are not found and when they fail 
to import (due to py2exe freeze for example).
