[issue2202] hg convert creates tags with the same name as the branches

I just converted a SVN repository and ended up with a set of tags which
contained the same names as the branches (but of course with different hashes).

This is pretty confusing because I can't switch to a branch anymore (or
rather update will switch to the tag instead of the branch and all changes
will go to the wrong place).

How do I solve this?
