[issue2213] Use {file_adds}/{file_ in raw/changest.tmpl

I am trying to adjust the 'raw-rev'  output of HGWEB and added the 
following lines to changeset.tmpl in 
the /usr/share/mercurial/templates/raw directory

Adds {file_adds|stringify|addbreaks}
Mods {file_mods|stringify|addbreaks}
Dels {file_dels|stringify|addbreaks}

However when I navigate to a raw-rev page I only see the static parts 
(Adds, Mods and Dels) without the actual file that changed.

I've been playing with other filters as documented in 'help\templates.txt' 
but no success none of the options helps.
