[issue2469] Ctrl+C generated empty merge state file

By interrupting mercurial during an update, via ctrl+c, an empty
.hg/merge/state file was generated, which prevented me from being able to
run commands such as hg up.

This was debugged thanks to the kind gents over IRC. They said that it might
be worth reporting the bug. I have attached the errors and chat log as a
text file.
