[issue2428] it's hard to discover how --quiet or --verbose changes a command's output

It'd be nice if commands told the user what -q or -v in the context of the 
command.

Maybe commands could list -q/-v in their own table of options, and dispatch 
would be smart enough to handle it being both global and command-specific.
