[PATCH 0 of 1] context: cmp via filelog only when filename matches _encodefilterpats

Hi,

Resending this with a rough speed/cost estimate in the commit
message.

If we decide that most users who have encode/decode filters enabled
tend to use all-inclusive patterns, then we can savely disregard
this change.

Basically I just want to know whether I can delete the patch from
my queue or keep it around for a bit.
