[issue2358] --mq commands should only use hooks from .hg/patches/hgrc

I notice that commands with the --mq option also use the hooks defined in
the main .hg/hgrc file.

I expected that they would use only hooks from .hg/patches/.hg/hgrc. I find
the current behavior confusing, and I think it causes some strange behavior.

This issue is similar to issue 2333.
