[issue2365] mq: qqueue what is it?

Hallow. use tortoisehg 1.1 (hg 1.6.2)
found comand qqueue. it normaly work as described. but i cant found any 
mention about it in hgbook, mercurial site, anywhere. is it standart part of 
mq or it is come from some extention?
TortoiseHG cant handle with it, it uses "patches" queue ignoring actual 
active one.
