GSoC application (unfinished)

Quick note: I wrote a tiny, hacky implementation of something like this and have been
using it daily for the past four months with no real problems.  Might be worth
looking at, especially the hacks.py file that monkeypatches Mercurial.

I've been thinking of rewriting it as a C client and Python server that use ZeroMQ to
communicate, but haven't gotten around to it.
