Other projects (likewise apache) do exactly this by configuration directives
that either enable or disable the following of symlinks.

Could we argue to turn symlinks off by default, but add a configuration
option to re-enable them?

If we decide to do so, we should further discuss how mercurial should treat
symlinks when it comes down to clone a repository locally.

I'm aware that the unix world prevents normal users from hardlinking, but
still: superusers can do and there are usecases where it makes sense.
