When I upgraded to Mercurial 1.9, this command doesn't work correctly any more:

hg qimport 'https://bug674861.bugzilla.mozilla.org/attachment.cgi?id=550096'

Its result is a plain HTML file being imported into the patch queue, as if
the URL passed to hg is
'https://bug674861.bugzilla.mozilla.org/attachment.cgi' (but since this is
an SSL site, I can't verify that exactly using a tool like wireshark).

This breaks the workflow of at least a bunch of people who work on Mozilla,
myself included.
