[PATCH 0 of 1] mq: add functions to attach information items to patches

Hello,

This patch results from my patch centric work flow. I need to get single patches from my mq reviewed. To do this modified a reviewboard extension to work on patches rather that revisions. It is useful to attach the review id to the patch. I did this by storing it in the patches comments. This patch now adds a API to do this without directly modifying mq internal structures.
