[issue2976] Command server won't discover patches if qimporte'd from cmdline

1) Start command server
2) qimport patch from shell
3) in shell: qseries shows new patch
4) qseries in command server won't discover patch until restarted

Observed with:

SublimeHg extension for Sublime Text editor.
