I think yes. An explicit action is done so it should be fine, and 
otherwise you could secretly stash away changesets in a public repo 
without anyone noticing.

Not sure. Consistency would say draft, however there is also something 
to be said for keeping it secret.

Another question: do secret changesets show up in hg serve?
