[PATCH 0 of 1 resend] contrib: add win32/buildlocal.bat

This would make it a lot easier for people to build mercurial in
place on Windows. We could tell people to just double click this
file and they would be able to build the C extensions on Windows
themselves. All that's needed is installing Python and the gratis
Visual Studio Express.

Any particular reason why this was not taken?

What can I do to get this in?
