[issue2649] Misleading error message when trying to serve a repo with a too old hg

I was trying to serve a 1.7-created repo with a 1.6 hg and got the following
misleading message:

$ hg serve -R /home/hg/repos/devguide --stdio
abort: There is no Mercurial repository here (.hg not found)!

It took me some time to discover that was because of the new "dotencode"
feature (older repos work fine). It would be nice if the error message was
clearer as to what the actual problem is.
