[issue2661] eol hook doc doesn't mention the extension has to be enabled on server

The eol extension's documentation (actually, docstring), doesn't mention
that the extension must be enabled *on the hooked repo* for the hook to
work. Otherwise, the hook is a no-op, since the eol-specific repo class
hasn't been registered, and the "encode" and "decode" settings in the config
are empty.

It can be quite perplexing until you look at the code and start understanding.
