Yes.  Unless you absolutely need incremental conversion, don't use "hg
convert", with which many people have had problems.  Try the cvs2hg
patches [1] to cvs2svn [2] instead.

Incidentally, the web page that you cite also mentions problems
converting to git.  Such problems are typical of cvsps-based tools and
should not be considered acceptable.  For converting to git, try using
the trunk version of cvs2git (also part of the cvs2svn family of tools).
 cvs2git was just *very* carefully tested by the folks at PostgreSQL
then used for their conversion.
