Sorry, I should've explained that addition.

Henrik and I were discussing the patch on IRC, and I came to the  
conclusion that using HGPLAIN to specify exceptions felt backwards.  
Just looking at "HGPLAIN=i18n,foo,bar" by itself, I can't tell if it's  
listing exceptions or if it's listing the things I want to disable. I  
think HGPLAINEXCEPT is clearer.

That said, I don't feel that strongly about it. Overloading HGPLAIN  
would be OK with me.
