New Mercurial Extension: hg-config

Hi,

I've recently hacked together an extension to allow viewing and editing of
the hg configuration files. My main motivation was that I find it annoying
to either manually edit either .hg/hgrc or ~/.hgrc to set paths or
extensions (or to verify their values). The short description is that it
adds an 'rc' command that will display or edit the configuration based on
the argument provided. (Detailed usage is given in the README and help).

I'm hoping that this might be useful to someone, and feedback is very much
welcome.
