[PATCH 0 of 1] Hide closed branches in hgweb

This patch makes closed branches in hgweb hidden and adds a link to
toggle between showing and not showing closed branches.

I have choosen to be default not show the closed branches, because
thats consistent with the commandline behavior. But perhaps the
default should be the other way around, that is by default show the
closed branches and then users could click on the link to hide
them. Thereby not changing the output of /branches?style=raw.
