generaldelta on hg.python.org

Hello,

So, for the record, I've enabled generaldelta on the
http://hg.python.org/cpython repository (*). This allows us to bring
repo size down from 350 to 190 MB.
Obviously if there are any problems stemming from this we will switch
back to a non-generaldelta setup.
