I've read this document:

This is absurd! Windows filenames are stored in unicode. Why Mercurial 
uses old 8-bit functions?

I use really great extension fixutf8. It helps me. Without it I can't work 
with german names (Tabellenblätter.xml) at all.

I think Mecurial team should review the encoding strategy. Everything in 
UTF-8 will be cool. Or simply include fixutf8 to official builds.
