[issue2851] Schemes extension broken

The schemes extension is broken in Mercurial built from the development 
branch.  My hgrc file contains the following:

[ui]
username = dgolub
[extensions]
hgext.schemes =
[schemes]
testrepo = /home/dgolub/testrepo

I have a test repository set up in /home/dgolub/testrepo/test.  When I run 
hg clone testrepo://test, I receive the following error message:

abort: repository testrepo://test/ not found!

When I run the exact same operation with Mercurial 1.7.5, it succeeds.
