[issue2852] Portability checking

Mercurial should provide a command to check for portability problems in an 
existing repository, such as filenames that only differ by case and 
therefore cannot exist on Windows.  This would be similar to the hg 
casecheck command provided in the Kiln extensions from Fog Creek Software.
