I believe that it should be like a PATH env, first in the ordered list
should win. it definitely needs to be tested so people are aware of
this.

as for the cases where random behaviors happen, i'm hoping that for my
cases two providers providing the same repo name will probably be
providing related repos and thus if they switch around content it
shouldn't harm things much.
