[issue2718] Color extension does not work when using Hg installed using MSI

The color extension for Mercurial does not work when using Hg from MSI 
installers. It works as it should when using the InnoSetup-based installers 
instead.

This was tested on Windows 7 32- and 64-bit machines, using the respective 
installers for each version.

I discussed this with hstuart in #mercurial over IRC, who was able to confirm 
the issue.
