[PATCH 0 of 8] discover local<remote more quickly

Resend of patch for faster discovery when local<remote.

 * Split into more manageable chunks.
 * Changed changegroupdiff to getbundle as advised by mpm.
 * Fixed, tested, and exemplified passing of '*' args in wireproto.
 * Adds debugbundle commands which might be handy in general to inspect
   bundle contents.
 * Does not yet batch commands, which could shave yet another roundtrip.
