[issue2780] qpop should work if the local changes and the mq patches are unrelated

If i have any local changes, qpop refuses to work. This means that if I have 
local changes applied to files which are unrelated to mq patches, and which 
I therefore don't want to merge in with qrefresh, I cannot qpop, and hence 
cannot hg push --mq for example.

I think it would be convenient to allow qpop if there are local changes, as                                                                                             
long as the mq patches and the local changes are unrelated files.
