[issue2788] Allow to use bookmarks as a tag

Can the bookmark feature be extended to also allow it to tag things? 

I have process in which I weekly tag the current state as "STABLE". The 
same tagname is reused each week. These tags are now polluing the history, 
where they are really only a build related issue. Putting tags in the 
bookmark would be much nicer.

Local tags do not work for me, because I need to share the tag with many 
other sites. So having them in the repository, like bookmarks, would be 
very helpfull.
