[issue2805] hg tag can only tag revisions but not folders

I would like to be able to tag only part of the revision, perhaps specifying 
that the working directory or some path specified by an argument will be used.
I am aware that tags are not folders like subversion but there should be a way 
to specify version changes of components inside the same repository.
