Actually, no, I think I've finally figured it out.

All of the users cc:ed in the email below have "nosyalltime" set in
their profile. A quick check of your account says you set this in your
profile in May 2008.

Now in theory, this setting implicitly adds you to the "nosy list for
all tickets". For whatever reason, this has never worked. But it
apparently started megically working yesterday when I ran a software
upgrade. So now you're getting the notifications you requested years
ago.

So then what happened? Apparently one of the users in this set is a
Russian with a buggy email autoresponder. And that autoresponder is
responding to email claiming to be the first person on the list. This of
course generates another mass email and another reply.
