clearly we need the ability to have partial checkouts or a repo which
invokes a 'convert' mapping :)

Actually, a subrepo which is maintained using a convert mapping on
py-nonblocking-http would probably not be too bad. it'd mean more
testing for 'convert' (especially filter maps which iirc had some
failures in recent memory) plus subrepo + some hook tests (since we'd
obviously want something to automatically apply the convert for the
subrepo instance).
