[issue2820] Allow non-recursive push

Actually, it is possible to disable subrepo recursive commits, so the user 
has the chance to do them manually.  However, there is no such option for 
push.

It would temporarily solve most of the current issues with subrepos and push 
if there was a chance to inhibit automatic subrepository push.
