Proposal for namespaced bookmarks

The order is 

systemwide¹→user²→repo³

New values overwrite old, so the paths in the .hg/hgrc should take precedence. 

¹: i.e. /etc/mercurial.ini
²: ~/.hgrc
³: .hg/hgrc
