[issue3107] support wildcards for "no" field of http_proxy

I think it's good to support wildcards for the "no" field, so we can specify
a group of trusted users, instead of specifying every user. Something like
the following:

[http_proxy]
host=myproxy.net:8000
no=localhost, 10.288.*.*, 10.388.138.*
