Where's the manual?

While that's true, it looks like the content is also present at: 
http://www.selenic.com/hg.1.html (from 2008, and with an ugly layout)

Based on your answer, it looks like a error in the server configuration 
to me, I think it's worth fixing it by a redirect or such.
