Yes, the "phases concept" is a renaming of the "state concept" (the state
concept being itself an implementation of the liquid boundary)

Several changeset about phases are already in the mercurial tree. Currently
included changeset allow tracking of exchanged changeset and mark them as
immutable. Edition of immutable changeset by mq and rebase are denied.

More changeset will be submitted as I'm back from vacation. The next IRC
Meeting is scheduled tuesday 2011-11-22 at 18:00 UTC.
