Call for testing: exec bit and merges on Windows (issue1802)

If it had worked, it would have been nothing short of miraculous: we
don't expect the test suite to work on Windows at all.

What a "call for testing" is generally asking for is "run this in your
own unique personal world, let us know if it breaks". This tells us
things a test suite can't.
