Deprecating fetch

As far as I can tell, there are no developers who use or care about this
extension, and that's been the case for years now. So it's clearly not
essential or even all that useful. In fact, many of us think it
primarily serves as a barrier to users actually understanding Mercurial
and recommend people avoid it.

Unless someone steps up to maintain this code, it WILL be deprecated.

Now, as usual, there is a misunderstanding of what 'deprecate' means.
When we deprecate things in Mercurial, we DO NOT remove them later, we
simply hide them. Here, we will probably move the extension to contrib/
to indicate that it's no longer supported.
