I might be mistaken, but he seems not to talk about changing the repository format, just the repository location (well in this precise case the name of the repo's folder within a working copy, but I could see that being useful to store repositories in one place and working copies in an other place, for instance storing repositories on a smaller backuped partition and working copies on a bigger non-backuped "scratch" disk)
